Austin Sarat: Shapiro’s approach to data centers is model for nation

Pennsylvania Governor Josh Shapiro has issued an executive order establishing comprehensive regulations for AI data centers in the state. This approach, dubbed the "Governor’s Responsible Infrastructure Development (GRID) Standards," aims to balance the need for AI development with public concerns regarding environmental impact, electricity consumption, and community benefits. The order removes data center projects from the PA Permit Fast Track Program and requires developers to meet strict standards for local value, mitigation of impacts, community engagement, local hiring, and environmental protection.
