
Data centers leading to power grid expansion

Effingham County, Georgia, is facing an unprecedented demand for electricity due to OpenAI's 'Project Camellia' data center, which is expected to require 3,200 megawatts of power, enough to supply over 2 million homes. This project is a major contributor to Georgia's rapidly expanding data center industry, prompting Georgia Power to undertake a significant power grid expansion, including new transmission lines and the enlargement of the McIntosh Combined Cycle Facility, a natural gas plant in Effingham County.
Jennifer Whitfield, a senior attorney at the Southern Environmental Law Center, voiced concerns about potential environmental harms such as air pollution, increased water withdrawals, and the impact of backup generators. Residents from across southeast Georgia, including Sharee McKenzie of Effingham County, have expressed worries about industrial air quality and the financial burden on ratepayers. A public hearing hosted by the Georgia Environmental Protection Division (EPD) in August saw more than 30 participants, mostly Effingham County residents and environmental groups, speak against the McIntosh plant expansion.
The Georgia Public Service Commission (PSC) has been preparing for statewide grid expansion since 2023, approving a nearly 10-gigawatt increase in generating capacity in December 2025, with 80% allocated for data center demand. Joshua Peacock, Georgia Power's communications lead, stated that permitting additional units, though not immediately planned, provides "optionality" for future demand. The utility is also building a new 500 kV Effingham County substation and about 1,000 miles of transmission lines statewide.
OpenAI has agreed to pay the full infrastructure and electric service costs for Project Camellia and to provide up to 1,000 megawatts of "flexible demand response" to aid grid stability. However, experts like Ahmed Saheed from Georgia Tech question the speed of infrastructure development without adequate regulatory safeguards for ratepayers and existing infrastructure. Whitfield criticized the approval of massive infrastructure without binding contracts, warning of potential air pollution and costs on utility bills if projects don't materialize as planned.
