Virginia Sen. Russet Perry released SB843, a draft bill that would establish a statewide three-year moratorium on data center development. The proposal would bar localities from approving data center applications requiring rezonings, special exceptions, special-use permits or site plans.
The bill would also prohibit state agencies from issuing permits or other approvals for data centers and would restrict approval of electric distribution, interconnection and onsite generation facilities designed to serve them. If enacted, the moratorium would begin July 1, 2027, and expire July 1, 2030.
