Glendale approves major step to start construction on data center
The Glendale City Council approved annexation and rezoning for the 160-acre Project Eagle data center near Luke Air Force Base. The $36 billion development is expected to include two data center buildings and 700 megawatts of natural gas generation, while residents raised concerns about groundwater, pollution and air quality.
Glendale officials approved annexing and rezoning 160 acres near Litchfield Road and Olive Avenue for Project Eagle, also known as Project Baccara. The site is about two miles northwest of Luke Air Force Base, and the developer is required to help fund a traffic signal and specialized hazardous-materials and fire services before construction begins.
The project is expected to cost $36 billion, create about 200 permanent jobs and generate more than $150 million in revenue for Glendale over 10 years. It would include two data center buildings and roughly 700 megawatts of natural gas generators intended to power the facility and support the regional grid. The Maricopa County Board of Supervisors previously approved a military compatibility permit, while residents voiced concerns about groundwater, pollution and air quality. Construction is scheduled to begin next month, with the first building expected to open in 2028.
