Bloomington released a first draft of regulations for large-scale and hyperscale data centers ahead of two public hearings. The proposed rules would restrict facilities to the M2 manufacturing district, require a 1,000-foot setback from residential areas, and impose limits on noise, light, energy, water use, building height and city confidentiality agreements.

Bloomington officials released a draft framework for regulating large-scale data centers before public hearings scheduled for Oct. 16 and Nov. 16. The proposal would limit hyperscale facilities to the M2 manufacturing district, require them to be at least 1,000 feet from residential areas, and establish controls on noise, vibrations, lighting, energy and water consumption, as well as building height.

City Manager Jeff Jurgens said the draft draws on practices used by other Illinois communities and remains subject to public feedback. Hyperscale facilities would require specific City Council approval, while smaller data centers could still be allowed in designated areas. Bloomington's six-month moratorium expires Nov. 26, requiring the council to finalize the regulations or consider an extension; Normal has separately extended its moratorium through May 2027.
