South Bend officials have released a draft framework governing large data center projects, saying neighborhoods and residents should take priority over developers and shareholders. The proposed rules would apply to projects exceeding 70 megawatts of power use or 15 acres, and would prohibit tax abatements while requiring operators to cover utility upgrades needed to serve their sites.

The framework would also bar city officials from signing nondisclosure agreements with developers and require annual public reporting of water use, energy consumption and job creation. The proposal remains under review, with residents able to submit comments through Oct. 31.
