Rockford staff have drafted regulations for future data centers after the City Council enacted a six-month moratorium on new projects. The proposed rules would address water use, electricity capacity, noise, environmental standards, setbacks and infrastructure costs, and are scheduled to begin review by the City Council’s Codes and Regulations Committee.

Rockford city staff have completed draft regulations for future data center developments as the city reviews environmental, infrastructure and public safety concerns. The proposal would require water-conserving cooling systems, air-quality permits for backup generators, independent noise studies, enhanced setbacks and screening, and financial responsibility for utility and public infrastructure upgrades.

The draft follows the City Council’s August enactment of a six-month moratorium on new data centers. The issue gained attention after Monarch Energy explored a large-scale facility in southern Winnebago County, prompting resident concerns about electricity demand, water consumption, environmental effects and neighborhood impacts. The proposal is scheduled for review by the Codes and Regulations Committee and could advance to the full City Council and Zoning Board of Appeals for public hearings; officials said no formal data center application has been submitted.
