Pennsylvania Governor Josh Shapiro has enacted an executive order designed to impose stringent new regulations on data center projects across the state. The order, signed earlier this week, seeks to deter speculative data center developments and empower local communities by granting them greater authority over such projects.
The directive instructs state agencies, including the Department of Environmental Protection (DEP), to process permit applications for proposed data centers only if developers commit to a new set of requirements, known as the Governor’s Responsible Infrastructure Development (GRID) requirements, and have secured local approval.
According to Gov. Shapiro, the executive order establishes strict standards for data center developers covering energy affordability, community engagement, workforce and economic development, transparency, and environmental protection. This initiative aims to ensure that data center developments align with community interests and state environmental goals.
The West Hills region, home to at least one data center in Robinson Township, will be impacted by these changes. Additionally, Moon Township supervisors are reportedly reviewing a draft ordinance for siting data centers, though it has not yet been put to a vote.
