A proposal in Lower Merion would restrict data centers to a formerly industrial Bala Cynwyd corridor
Lower Merion officials are considering an ordinance that would limit data centers to a former industrial corridor in Bala Cynwyd. The proposed rules would impose height and residential setbacks, require closed-loop cooling, and mandate studies addressing noise, water, wastewater, thermal impacts, and drought response.
Lower Merion Township is preparing an ordinance that would regulate data centers as a distinct land use and allow them only by special exception in a small light-industrial district along the Schuylkill River in Bala Cynwyd. The proposal would cap facilities at 60 feet, require a 1,000-foot separation from residential zoning, and mandate closed-loop cooling systems.
The draft also includes requirements for thermal-impact mitigation, noise assessments, water and wastewater capacity studies, drought-response plans, public engagement, and decommissioning plans. Lower Merion’s planning commission and building and planning committee are scheduled to review the proposal before public comment and an eventual vote by the board of commissioners. Township building and planning director Chris Leswing said there are currently no specific data center proposals in Lower Merion.
