The Sutherland Institute released a new report, "Building a Human-Centered Digital Future, Part 1: Data Centers," which provides insight into the growing importance of data centers and associated policy challenges. It advises policymakers to address concerns like electricity costs and water use through thoughtful governance, rather than reflexive policymaking, to protect Utah's innovation and natural resources.

The Sutherland Institute, a Utah-based think tank, has published "Building a Human-Centered Digital Future, Part 1: Data Centers," the inaugural report in a new series aimed at clarifying complex technology issues for legislators, voters, and civic leaders. Co-authored by Ford Copple and Derek Monson, the report explains how data centers are foundational to modern digital life, including artificial intelligence and streaming services, and their increasing importance for economic competitiveness and national security. It highlights that while data centers raise legitimate concerns regarding electricity costs, water usage, and local infrastructure, a well-considered governance approach can mitigate these issues without stifling innovation or investment.
Derek Monson, executive director of the Sutherland Institute, emphasized the timeliness of addressing data center policy given their critical role for families, businesses, and communities. He urged policymakers to seriously consider concerns about energy, water, and infrastructure, advocating for an evidence-based and disciplined approach. This strategy, Monson stated, should aim to protect both ratepayers and natural resources while simultaneously fostering innovation and strengthening Utah’s future economic prospects. The report is intended to guide policy discussions, ensuring they are informed and balanced.
