Hometown Holiday, data center rules and budget talks highlight city newsletter
The Kirksville City Council approved new zoning regulations governing data center development. Projects are limited to the M-2 Heavy Industrial district, require a special use permit and public meeting, and must provide studies on grid impact, water use, environmental effects and infrastructure.
Kirksville City Council approved regulations that restrict data center development to the city’s M-2 Heavy Industrial zoning district and require council-issued special use permits. Applicants must hold a public meeting and submit independent studies covering electric-grid impacts, water use and conservation, air quality, noise, vibration, infrastructure and lighting.
The rules prohibit city tax incentives and require closed-loop cooling systems. Facilities must file annual compliance reports, and violations can lead to daily fines and revocation of the special use permit. The newsletter also highlighted Kirksville’s holiday events and the city’s ongoing 2027 budget process.
