She recently issued a co-sponsorship memo, outlining her intent to introduce a bill that would mandate detailed decommissioning plans and financial guarantees from data center operators when they submit initial permit applications.
This move aims to address potential environmental and financial liabilities associated with the end-of-life cycle of data centers. Sappey's proposal acknowledges that some local governments within the commonwealth, including Susquehanna County, have already implemented similar decommissioning requirements.
The initiative comes as a volunteer-run tracker identifies 91 data center proposals across Pennsylvania, with over 35 counties and townships having adopted specific regulations concerning data center development. This highlights a growing need for a cohesive, state-level framework to manage the industry's lifecycle.
