A new citywide efficiency study for Redding, California, identified over $1 million in immediate salary savings and proposed additional cost-cutting measures, especially within the fire department. The study also recommends positioning Stillwater Business Park as a data center hub to attract up to $750 million in private investment and generate significant utility revenue.

A recent efficiency study conducted by Circle 6 Consulting for the City of Redding found opportunities to save millions and attract major investment. The study identified over $1 million in current year salary savings from vacant general fund positions, with an additional nearly $2 million in annual cost avoidance if these positions remain frozen.

Among the more controversial recommendations are those involving the fire department, where overtime reached $4.7 million last year. Proposals include reducing engine staffing, restructuring fire prevention, and reintroducing a modified $250 first responder fee, which could improve city finances by nearly $2.4 million in its second year. The consultant also suggested moving fire dispatch from Shascom to Calire, potentially saving $300,000 to $800,000 annually.

Beyond cost-cutting, Circle 6 Consulting recommended positioning Redding's Stillwater Business Park as a data center hub. This initiative could attract $500 to $750 million in private investment and generate an estimated $3 to $10 million yearly in utility revenue for the city. However, the report noted that no company has yet committed to the project, and these projections are not included in the city's immediate savings.

Combined, the study's estimates suggest a total of $7 to $12 million per year in potential savings, cost avoidance, or new revenue. Vice Mayor Dr. Paul Danuka is holding informal community discussions to address these findings.
