The Hanover Planning Commission is scheduled to review a significant data center proposal from Denver-based developer Tract on Thursday. Tract is seeking zoning approval for its "Mountain Road Technology Park," a 900-megawatt data center campus spanning nearly 430 acres at 13074 Mountain Road and 12517 Winns Church Road in western Hanover County, Virginia.
The project, if approved, is projected to commence construction around 2027, with full buildout by 2035, and the first data centers expected to be energized in the fourth quarter of 2029.
This latest iteration of the proposal includes adjustments made since commissioners deferred their consideration in February. These modifications feature increased buffers along Winns Church Road and new proffers addressing water usage and generators on the site, as noted in a staff report. The Commission will vote on whether to recommend the zoning request for approval to the Hanover Board of Supervisors, who will make the final decision at a subsequent meeting.
