The Tyler Zoning Board of Adjustment voted unanimously Thursday that it lacked the legal jurisdiction to hear an appeal from developer Barrio Resources LLC, which sought to challenge a June 2025 zoning decision requiring a special use permit for the facility at 1101 and 1105 West Erwin Street.
