West Rockhill Supervisors advance third version of data center ordinance

The West Rockhill Board of Supervisors has advanced a third version of its data center ordinance, integrating suggestions from a local citizens group. The updated regulations aim to address concerns about facility dimensions, water and electricity consumption, noise, emergency planning, fire safety, and groundwater depletion.

The initial ordinance was adopted in April, with a second version in July introducing larger minimum lot sizes, greater setbacks, lower building-height limits, and stricter noise standards. Key provisions include mandatory water and electricity feasibility studies and a prohibition on groundwater or surface water extraction. The latest iteration incorporates additional recommendations such as financial security for groundwater remediation and facility decommissioning, and an emergency management plan with evacuation procedures for residents and livestock.

Township solicitor David Keightly noted that all group recommendations were included, except for a legally questionable proposal requiring developers to document baseline well conditions. This regulatory development coincides with the township's review of its first formal data center application at 215 Cathill Road, submitted as a one-page sketch plan for a special exception. The board has taken a neutral stance on this application pending further review.

The amended ordinance will now be sent to the township and county planning commissions, and newly appointed township planner Thomas Comida, for a 30-day review period before the Board considers its authorization for advertisement.
