This Week in Louisiana Politics: Louisiana debates data center property tax rules

Louisiana state tax officials are actively debating new property tax valuation guidelines for data center equipment, aiming to establish consistent standards across all parishes. The primary challenge lies in determining the depreciation rate for different components, as computer equipment can become outdated quickly, while infrastructure like cooling and electrical systems has a much longer lifespan.

Assessors and the data center industry are currently in disagreement over the proposed economic life for certain equipment. One industry proposal suggested a three-year economic life for some computer networking and storage gear, which assessors deemed too short, expressing concern that such short depreciation periods, especially if applied to longer-lasting infrastructure, could significantly impact local assessed values and tax collections.

Louisiana Tax Commission Chairman Craig Roussel indicated that a working group of assessors and industry representatives has made significant progress, reaching approximately 85% agreement. The group is focusing on separating quickly outdated equipment from more durable infrastructure to ensure fair tax bills. The objective is to support the success of the data center industry while ensuring local governments receive adequate tax assessments.

The Louisiana Tax Commission is expected to consider the final rules at its September 23rd meeting. Whatever the commission decides will establish the statewide guidelines for assessors to value data center equipment across Louisiana.
