The Girard City Council passed a one-year moratorium on permits for new artificial intelligence data centers, effective immediately upon the signature of Mayor Mark Zuppo. The emergency measure, which received a third reading, aims to provide local leaders with sufficient time to study the potential impacts of these facilities.

Local officials cited concerns over massive utility demands, potential noise, heavy electric grid strains, and water usage that large-scale data centers could bring to the community. Councilwoman Lilly Martuccio characterized the legislation as a "stand of solidarity" with other Mahoning Valley communities, including Niles, Ellsworth Township, Lordstown, Cortland, and Hubbard, which are also considering or implementing similar development freezes.

Under the temporary ban, the city will evaluate its general development plan and existing zoning rules to ensure future projects protect public welfare. Council members, including Martuccio, are in discussions to visit an operational data center to gather more details.
