San Diego Mayor Todd Gloria signed an executive order temporarily banning data centers in the city as officials develop regulations for future projects. Councilmembers also proposed requirements for data centers, while opposing a potential Manchester Financial Group project at the Navy-owned NAVWAR site over concerns about utility costs and air and water pollution.

San Diego Mayor Todd Gloria announced a temporary city ban on data centers, saying the city should establish clear rules before allowing such facilities. Councilmembers Sean Elo-Rivera, Joe LaCava and Kent Lee separately announced plans for legislation that would impose requirements on future data center projects, citing potential impacts on utility bills, air quality and water.

The actions followed discussions about a potential data center at NAVWAR, a 70-acre U.S. Navy property near San Diego's Midway District that is being considered for redevelopment by Manchester Financial Group. City officials acknowledged that San Diego cannot independently stop a project on federal land and urged the city's congressional delegation to ask the Navy to exclude a data center from the site.
