Proposition 45: California Initiative Opposed for Weakening Environmental Protections

The Marin Conservation League, led by Executive Director Rebecca Schwartz Lesberg, staunchly opposes California's Proposition 45, an initiative aimed at reforming the state's permitting process. While acknowledging the need for more efficient project approvals for housing and infrastructure, the League contends that Proposition 45 achieves this by drastically weakening the California Environmental Quality Act (CEQA) and the Permit Streamlining Act.

The League argues that the "billionaire-backed" initiative broadly defines "essential" projects—including data centers, freeways, and dams—to bypass crucial environmental reviews. Critics highlight that the proposition would limit environmental review timelines, reduce public participation opportunities, and restrict agencies from utilizing the best available science to assess impacts on air, water, wildlife, and public health. Furthermore, it allows project applicants, rather than professional planners, to choose streamlining provisions, potentially leading to less thorough analysis and a "take it or leave it" approach to project alternatives. The nonpartisan Legislative Analyst’s Office estimates that implementing Proposition 45 could increase state and local government costs by over $100 million annually. The Marin Conservation League is actively campaigning for a "no" vote from Marin residents.
