Planning commission denies data center zoning change, recommends 24-month moratorium

The Greenwood City/County Joint Planning Commission voted to deny a proposed text amendment to the county zoning ordinance that would have permitted data centers as a conditional use in heavy industrial, light industrial, and rural development districts. Deputy County Manager for Operations Rob Russian explained the amendment was designed to provide regulatory clarity for data centers in an ordinance currently lacking specific provisions. Public outcry, including concerns from Sherry Quinn, focused on potential strains on utility costs, water supplies, increased noise, and light pollution.

Commission member Lynn Brooks, who initiated the motion to deny, underscored that other communities with data centers have experienced significant increases in utility costs. She also noted that existing Rural Development District (RDD) restrictions currently allow data centers without specific conditions, potentially opening numerous parcels to development. Following the denial, the commission also recommended a 24-month moratorium on data centers to enable a thorough investigation and the establishment of appropriate parameters.

The Planning Commission's decision now moves to the Greenwood County Council as a recommendation. The County Council has already conducted a first reading of the text amendment and is scheduled to hold a public hearing on June 2 to consider the commission's denial and the proposed moratorium.
