Suisun City Manager Bret Prebula addressed concerns about the city's expansion plan to annex 22,000 acres of land owned by California Forever. While current zoning allows data centers, the City Council has no desire for them and intends to restrict such proposals in future development agreements. The project is undergoing a California Environmental Quality Act (CEQA) review, with the first draft of the environmental impact report expected this fall.

Suisun City Manager Bret Prebula and Deputy City Manager Jim Bermudez discussed the city's proposed expansion to annex 22,000 acres of land from California Forever, a billionaire-backed group. The plan aims to address Suisun City's lack of growth over the past 50 years, proposing a walkable, medium-density community for 150,000 residents over several decades.
Prebula acknowledged persistent rumors about data centers being built in the proposed industrial area, stating that while current zoning allows them, the Suisun City Council has "no desire for data centers" and intends to "clamp down" on any such proposals during development agreement negotiations. Instead, the city is interested in attracting advanced manufacturing companies. The project is currently undergoing a California Environmental Quality Act (CEQA) process, with the first draft of the environmental impact report (EIR) expected this fall, followed by public comment and project approval hearings in spring 2027.
Community groups like Solano Together and California ForNever are calling for a citywide advisory vote on the expansion plan. Prebula expressed agnosticism towards an advisory vote due to its cost and potential for partisan messaging, preferring continued community forums. Concerns also include the project's impact on Travis Air Force Base and environmental issues related to highway widening and marshlands, which the EIR is expected to address with mitigation requirements.
