Christine Weigle, executive director of the Lycoming County Water and Sewer Authority (LCWSA), filed a Right to Know (RTK) request with Muncy Township after the township enacted a data center moratorium in April. Weigle sought to determine if any data center applications had been received by the township, driven by public and internal questions regarding potential water and electricity demands.

The township initially responded that no plans had been received, leading LCWSA to file an appeal. Weigle's appeal was subsequently won, allowing LCWSA to access preliminary information. Weigle emphasized the importance of early review of any such plans to facilitate advanced planning for water and sewage needs, noting that the water industry recognizes the significant demands data centers place on utilities.

While LCWSA does not have a say in zoning or land use decisions, it aims to be prepared to address public inquiries regarding development with substantial water or sewage requirements. Weigle noted that preliminary documents suggest the application is for a "preliminary opinion" and is still in its early stages, with water and sewer needs yet "to be determined." She also mentioned that the data center industry is actively working to reduce both water and electricity usage.
