The Maricopa County Board of Supervisors has granted approval for "Project Baccara," a substantial $36 billion data center complex slated for development near Luke Air Force Base, situated between Glendale and Surprise, Arizona. The project includes two 1-million-square-foot data centers and a 700-megawatt generating station.
Despite the approval, the decision was met with strong opposition from local residents and businesses, many of whom walked out of the Board meeting in protest. Supervisor Steve Gallardo was the sole dissenting vote against the military compatibility permit required for the project. Residents, including Hillary Webber of the Project Baccara Opposition Coalition and local resident Hollie Tolmachoff, voiced significant concerns regarding potential impacts on groundwater, pollution, and air quality.
Michigan-based developer Takanock asserts that the project will have minimal environmental impact while generating hundreds of jobs and millions in tax revenue. Supervisor and Vice Chair Debbie Lesko, representing the West Valley, supported the project, citing assurances that Luke Air Force Base would not be negatively affected and noting the area's existing industrial surroundings. Opponents, such as Tammy Weaver, have indicated their intent to continue fighting against the data center's construction, which is scheduled to begin later this year with the first building opening in 2028.
