
Defining data centers in Rio Communities
Rio Communities residents and city officials held a town hall to discuss how to define and regulate data centers before any specific project is proposed. Concerns focused on electricity and water consumption, environmental impacts, noise, lighting and the preservation of the city’s rural character while a moratorium on large developments remains in place.
Rio Communities officials are beginning a series of public forums to develop a municipal definition of data centers and establish development standards, including possible special-use permits, height limits and square-footage restrictions. Mayor Joshua Ramsell and council members said the city has no current data center proposal but wants clear rules before developers approach the city. The city is operating under a year-long moratorium on large developments, with another public meeting planned for late October.
Residents raised concerns about the potential strain on local electricity and water supplies, wastewater treatment, light pollution, noise and nearby wildlife habitat. City officials said they would consider input from residents, legal experts and industry consultants, while coordinating with Belen and Valencia County. Some participants also urged officials to study existing facilities, including Meta’s data center in Los Lunas, rather than reject all data center development categorically.
