Twenty-three Republican governors have signed former President Donald Trump's new "Ratepayer Protection Pledge," vowing to shield consumers from utility cost increases driven by data center energy and infrastructure demands. The pledge, which also includes nearly 200 stakeholders from the data center and utility sectors, mandates that developers purchase their own energy resources, pay newly negotiated rates regardless of consumption, invest in local communities, and coordinate with grid operators for reliability.

While the national pledge gains traction, Tennessee Governor Bill Lee has signed HB1847 into law, effective January 1, 2027. Sponsored by Rep. Ed Butler, the legislation requires data centers with a peak demand of at least 50 megawatts within their first three years to pay for their own electrical infrastructure, explicitly prohibiting utility companies and local governments from absorbing these costs or raising customer rates to cover increased demand. Governors Ron DeSantis of Florida, Kelly Ayotte of New Hampshire, and Phil Scott of Vermont are the only Republican governors who have not signed the national pledge, with no Democratic governors participating.

The widespread growth of data centers, fueled by the AI boom, has intensified debates over electricity demand, water usage, and air pollution. The U.S. Department of Energy estimates hyperscale data centers could consume 15.8 billion to 32.7 billion gallons of water by 2028, while NPR projects 24 million to 44 million metric tons of carbon dioxide emissions by 2030. A 2025 study from Carnegie Mellon and North Carolina State Universities also warned of potential 8% increases in average electricity bills by 2030, possibly exceeding 25% in major data center markets like Northern Virginia.
