The Grimes City Council is preparing to vote on regulations for potential future data center development. The proposed rules would require developers to pay for excess water and electricity use, prohibit tax incentives, limit noise and light pollution, require closed-loop cooling, and fund community improvements.

Grimes officials are taking steps to establish requirements for prospective data center developers before any project is formally proposed. The City Council is scheduled to vote October 27 on a resolution addressing electricity and water costs, tax incentives, noise and light pollution, cooling systems, community benefits and public engagement.

Mayor David Gisch said the city prefers proactive regulations over a moratorium, arguing that clear expectations should be established before developers submit applications. Grimes has not received a data center application, although developers have expressed interest in the past.
