Maryland Governor Wes Moore is pushing for significant reforms within the PJM Interconnection, the nation's largest electricity market, to tackle soaring power bills and the growing demand from data centers. Speaking at PJM's annual meeting, Governor Moore advocated for long-term power contracts and a requirement for data centers to bear the costs of the extensive grid infrastructure needed to support their operations. He emphasized that affordability and reliability are not mutually exclusive goals, challenging the notion that current high prices are necessary to maintain future power supply.
PJM Interconnection, which spans 13 states, is grappling with a supply crunch driven by the rapid expansion of data centers, leading to a substantial increase in capacity payments—a form of grid insurance—by approximately 1,000% over the past two years. PJM is now evaluating major adjustments to manage data center demand and rebalance the regional electricity supply. While Governor Moore and PJM members, including utilities and power developers, generally agree on the need for reform, they differ on the root causes of market volatility. PJM attributes it to varying state policies, such as clean energy goals that deter investment in conventional power plants, while governors argue PJM has been too slow to add new generation capacity.
Governor Moore is also scheduled to sign Maryland's Utility RELIEF Act, aimed at providing financial aid to utility customers. Both PJM and Governor Moore recognize the challenge posed by rising power costs and the need for coordinated efforts among policymakers, grid operators, and energy users to evolve the grid. PJM spokesman Jeff Shields stated that this is a "generational challenge" requiring broad collaboration.
