These changes will require future data centers in the city's light and heavy manufacturing zones to obtain a conditional use permit, rather than being allowed "by right" as under previous interpretations. Planning and Development Services Director Aaron Vannoy emphasized that these new rules provide the city with stronger oversight and the ability to regulate data center land use. During discussions, council members focused on noise standards, with some advocating for a tighter limit of 55 decibels at the property line, compared to the initially proposed 60 decibels. Mayor Tom Thompson noted that water usage is a primary concern for residents and will be addressed through a separate utility ordinance, rather than within the general zoning restrictions. The council directed staff to incorporate numerical changes and refinements into the proposal ahead of a second reading on May 19. This upcoming meeting will also include a first reading for the new water regulations.
