U.S. Rep. Terri Sewell (D-Birmingham) has announced her co-sponsorship of the AI Data Center Moratorium Act, joining colleagues U.S. Rep. Alexandria Ocasio-Cortez (D-N.Y.) and U.S. Sen. Bernie Sanders (I-Vt.). The proposed federal legislation aims to halt the construction and expansion of AI data centers across the United States until Congress establishes comprehensive safeguards.
Sewell stated that the rapid pace of data center development is "outpacing our ability to establish meaningful protections for the communities that will host them." She cited concerns from constituents in Alabama's 7th Congressional District regarding the environmental impact, water usage, and energy demands of these facilities, as well as the potential for job displacement by AI technology.
The issue reveals a national partisan divide, with many Republican leaders, including U.S. Sen. Tommy Tuberville (R-Auburn), advocating for pro-data center policies in Alabama, viewing them as drivers of economic growth and tax revenue. In contrast, states like New York have already enacted moratoriums, and others are considering similar measures. Sewell emphasized that while she is not anti-innovation, federal guardrails are necessary to ensure equitable benefits from technological advancements.
