The Concerned Residents of Western Pennsylvania (CROW), a group actively opposing the Homer City Energy Campus project, has criticized Governor Josh Shapiro's recent executive order. The order outlines "Responsible Infrastructure Development" requirements for data center proposals across the state.

In a statement issued Tuesday night, CROW acknowledged the executive order as a "partial step," but asserted that it "did not go as far as our communities need him to go." The organization credited "the people of Pennsylvania and our statewide movement’s pressure" for prompting the governor's action and encouraged supporters not to lose momentum, emphasizing that "we still have work to do."

Members of CROW were recently interviewed by Samuel George, director of documentaries at the Bertelsmann Foundation, and cameraperson Ellie Watson outside the Indiana County Court House. The interview was for a documentary exploring the expansion of artificial intelligence infrastructure and data center development, specifically highlighting the Homer City project.
