The Glendale City Council held a public hearing on annexing a 160-acre site west of Litchfield Road and north of Olive Avenue for Project Eagle, about a mile north of Luke Air Force Base. The proposed development includes three data centers, an on-site gas generation plant and, in a later phase, an Arizona Public Service substation. The property would also require rezoning to Planned Area Development status after annexation.

Residents expressed differing views on the project. Supporters cited economic development and the project’s compatibility approval from Luke Air Force Base, while Waddell resident Troy Mortensen argued that the proposed setbacks, walls and landscaping were insufficient to protect nearby neighborhoods. Project attorney Edwin Bull said the proposal includes screening and other protections, and confirmed that the applicant agreed to conditions imposed by Luke Air Force Base. The council made no final decision, with annexation and rezoning expected to return for further consideration.
