
Texas Grid Stability Improves; Data Center Approvals Paused Amid Power Concerns
The Texas power grid experienced a stable summer, partly due to increased battery storage. However, new data reveals a significant increase in planned gas power plants in Texas, primarily to support data centers. State officials have announced a pause on data center approvals and ERCOT's interconnection process, leading to delays for new projects.
The Electric Reliability Council of Texas (ERCOT) reported a stable summer grid in Texas, issuing zero conservation calls compared to six in the previous year. This stability is attributed to substantial battery energy storage, which provided inexpensive power during peak demand, especially as solar output decreased and before wind power increased. Joshua Rhodes, a research scientist at the University of Texas, noted a decoupling of peak demand from peak prices, indicating improved grid stability.
Despite the current grid performance, new data from Global Energy Monitor reveals a 50% increase in planned gas power projects in Texas over the past six months, with the 12 largest new plants explicitly intended to power data centers. Governor Greg Abbott emphasized that data centers should not draw power from the Texas grid and must avoid disturbing communities.
In response to concerns, state officials announced a pause on data center approvals, and ERCOT subsequently decided to halt its "Batch Zero" process for new interconnections. This pause has created uncertainty for large-load users, including data centers and traditional manufacturers, regarding when they will receive power approvals, consequently delaying construction timelines. ERCOT officials testified before the House Committee on State Affairs, confirming that several projects have already withdrawn from Batch Zero due to these delays, highlighting the challenges in maintaining a predictable and stable approval process for businesses.
