The West Rockhill Board of Supervisors advanced significant amendments to its data center ordinance on May 20, following resident opposition during the initial ordinance approval in April and requests from the Township Planning Commission for stricter environmental and land use controls. This move is a preemptive measure, as the township has yet to receive formal data center applications, though an informal sketch plan was discussed last October.

Township solicitor David Keightly outlined numerous changes, including increasing minimum lot sizes from 25 to 35 acres and minimum lot width from 350 to 750 feet. New regulations also impose a 400-foot yard setback from residential districts, a maximum 35-foot building height, a thicker type 2 buffer for abutting residential lot lines, and a 60% maximum lot coverage. Developers will also be required to submit economic impact studies.

Addressing environmental and utility concerns, the amendments mandate water and electricity feasibility studies to ensure adequate supply and prevent adverse impacts. They prohibit groundwater and surface water extraction, requiring closed-loop systems to prevent water discharge. Sound regulations were also tightened, reducing maximum daytime noise levels from 79 to 65 decibels and nighttime levels from 65 to 55 decibels, with a strict 55-decibel limit for properties bordering residential areas. Board Chairman Jay Keyser stated the amendments were designed to incorporate public input and protect residents and the township.

The amended ordinance will undergo a 30-day review by the township and county planning commissions. A public hearing and final approval are scheduled for July 15. Additionally, the board approved the formation of a Citizens Board, comprising West Rockhill residents, to assist in developing future versions of the ordinance.
