Missoula County Advances Study for Data Center Moratorium and New Regulations

Missoula County, Montana, is actively working on the next steps for its temporary moratorium on data center development. The county commissioners will consider a crucial study in November, which is a requirement of the interim zoning proposal adopted on July 8.

This interim zoning measure pauses the development of new or expanding data centers for up to one year. During this period, the county aims to update its regulations to address potential impacts on public health, safety, and natural resources. Svein Newman, the county’s climate action program manager, stated that staff began the required study immediately after the moratorium's adoption and expects to complete it within eight weeks.

The high-level study will evaluate potential data center impacts, including air and water quality, heat, and noise, and will also analyze the state's regulatory environment. Jennie Dixon, a county planner, confirmed that the draft study will be available for public review before the November meetings, which will include opportunities for public comment. The county staff plans to draft zoning changes or other regulatory options following the study, with a final adoption of updated zoning scheduled for when the interim measure expires. Commissioners also have the option to extend the interim zoning for an additional year if necessary.
