Windsor’s town code for data centers to be discussed at work session
The Windsor Town Board is scheduled to discuss revisions to its town code regarding data center development at an upcoming work session. This discussion follows Weld County's recent adjustment of its zoning code for data centers. A data center project by GlobalAI is currently seeking approval from Weld County under these new regulations, amidst an annexation dispute between Windsor and Greeley over the project's location.
The Windsor Town Board is set to hold a work session next week to discuss potential revisions to the town code concerning data center development. The meeting, which will encourage public attendance without offering public comment time, aims to address the town's regulations, even though no data center proposals have yet been submitted within Windsor's municipal limits.
Simultaneously, the GlobalAI data center is actively seeking approval from Weld County to commence construction at the Carestream Facility, situated between Windsor and Greeley. GlobalAI had acquired 438 acres from Martin Lind, CEO of Water Valley Company, in late 2025. This specific parcel of land has become a point of contention as both Windsor and Greeley aspire to incorporate it into their respective long-range annexation strategies. However, GlobalAI Chief Operating Officer Michael Cadigan has expressed disinterest in partnering with either city at this stage, focusing solely on launching the data center.
Weld County recently enacted adjustments to its zoning code, now stipulating that data centers can only be developed in unincorporated areas designated for industrial use. Furthermore, construction proposals will require confirmation from utility companies and must undergo a use-by-special-review process, which includes a mandatory public hearing. Gabi Bosiacki, GlobalAI's communications manager, indicated that the review process is tentatively slated for this fall, although definitive dates have not been established.
