Data Center Demand Drives Higher PJM Capacity Costs

Rising data center demand is significantly increasing PJM's electricity capacity costs, with an estimated 38% of the latest auction's costs attributed to data centers. This trend is prompting new proposals to require large energy users to secure dedicated generation or participate in separate capacity auctions. Data center demand is identified as a primary driver behind escalating PJM capacity costs. Monitoring Analytics, the independent market monitor for PJM Interconnection, estimates that data centers were responsible for an estimated $6.3 billion, or 38%, of the costs from PJM's most recent capacity auction. Cumulatively, over the last four auctions, data center-related charges have amounted to approximately $29.4 billion, contributing to increased capacity, energy, and transmission costs for customers across the PJM region.

In response to these rising costs and demand, several proposals are currently under consideration. These proposals would require data centers and other substantial electricity consumers to secure dedicated generation sources or to participate in separate capacity auctions featuring long-term contracts. PJM is also in the process of developing a backstop auction to mitigate its current capacity shortfall, while ongoing uncertainty regarding the actual construction of proposed data centers complicates demand forecasting and cost allocation.
