The People's Tech Project, represented by Hannah Sassaman, expressed concerns about the potential for large hyperscale facilities linked to artificial intelligence growth, citing risks such as increased electricity bills, elevated ambient temperatures, constant noise, and pollution from natural gas. The group argues that Philadelphia currently lacks adequate regulations and a meaningful process for residents to voice their concerns about such projects.
The activists identified two potential sites previously noted by the Philadelphia City Planning Commission: the Bellwether District in Southwest Philadelphia (the former refinery site) and an area along Grant Avenue in Northeast Philadelphia. While no active data center proposals are currently under consideration for these locations, residents like Donna Greenberg of Center City and Mike Benson of Williamstown, New Jersey, voiced fears about future development, including pollution, noise, and data surveillance.
City Council President Kenyatta Johnson's office confirmed that council members and the Parker administration are engaged in ongoing discussions regarding the future of data centers in Philadelphia. However, no specific legislation or resolution concerning a data center moratorium or new regulations has been formally introduced to the City Council, which is set to reconvene Thursday. Activists emphasize that a city-wide moratorium is necessary to prevent developers from breaking ground without established rules and community input.
