The Newfield Town Board in New York has proposed a one-year moratorium on the establishment of data processing centers within its jurisdiction. This measure, introduced on June 11, aims to provide the board sufficient time to assess whether data centers represent an appropriate use for the town and to potentially draft a permanent ban. Town Attorney Thomas Smith stated that the moratorium would allow for an amendment to the comprehensive plan to address data center suitability and prevent projects from gaining property rights before a local law can be enacted.

This local initiative runs parallel to efforts at the state level, where the New York state Legislature is considering the Responsible Data Center Development Act, a one-year moratorium on large data centers requiring 20 megawatts or more. That act has passed both state legislative houses and awaits Governor Kathy Hochul's signature.

The proposed Newfield law defines data centers broadly to include facilities housing multiple computers, modular processors, and server clusters for AI, cryptocurrency, and other data operations. Public concerns include a community's ability to resist large companies like TeraWulf, which is developing a 400-megawatt AI data center in nearby Lansing, Tompkins County. Town Supervisor Michael Allinger expressed skepticism about the economic value of data centers to the local community, noting few permanent jobs post-construction. A public hearing for Newfield's proposed moratorium is scheduled for July 9 at the Newfield Town Hall.
