The amendment, recommended by the county planning commission after four revisions and public input, was initially expected to go before the council in June. Ritsick, who started at the end of May, stated he needs time to thoroughly test the "all-encompassing" amendment for consistency and to ensure no details are overlooked, acknowledging that it could face future legal challenges from developers.

County Council Chairman Jimmy Sabatino expressed full confidence in Ritsick's review, emphasizing the importance of getting the amendment correct. The proposed changes would apply to 19 municipalities currently relying on county zoning and mandate an exhaustive set of conditions and more extensive special exception approval from the county zoning hearing board for all data center requests. Sabatino also plans to encourage other municipalities not covered by county zoning to adopt similar standards, aiming for a consistent countywide approach to data center development.
