PA Rep. aiming to better understand data center decommissioning and its local impacts

Pennsylvania State Representative Christina Sappey, representing Chester, is spearheading an initiative to address the critical issue of data center decommissioning within the Commonwealth. As the presence of data centers becomes a growing topic of discussion, Sappey is focused on understanding the environmental, financial, and local government impacts once these facilities reach the end of their operational lifespan.

Representative Sappey is proposing a new bill that would mandate data centers to submit comprehensive decommissioning plans, complete with financial details, as a prerequisite for construction or receiving permits. This proactive measure aims to safeguard communities and taxpayers from bearing the financial responsibility for dismantling these large-scale facilities, a concern she notes has been considered or enacted in other states like Kentucky, Michigan, and Nebraska.

In conjunction with the proposed bill, Sappey is also advocating for a resolution to direct the Legislative Budget and Finance Committee to conduct a thorough study on data center decommissioning. The goal of this study is to equip policymakers with the necessary knowledge to develop robust protections for residents and ensure that the costs associated with a data center's end-of-life cycle do not fall on the public.

Sappey emphasized that the protection of Pennsylvania's land, water, energy resources, and the vitality of local economies are paramount considerations. While these legislative efforts are underway to prepare for the eventual decommissioning of the state's estimated 174 data centers, formal documents for the proposed bill and resolution have yet to be officially submitted.
