The Taylor City Council unanimously approved a 20-year agreement to annex 664 acres for the proposed Taylor Technology campus, formerly known as Project Mustang. The development is planned to include data centers and on-site power generation, bringing the property inside city limits and giving Taylor greater authority over its development.

The agreement includes rules covering noise, water use and neighborhood protections, including a requirement for closed-loop cooling. It also promises more than $28 million for city improvements, community programs and local schools, with the Taylor ISD superintendent supporting the funding. Residents opposed to the project voiced distrust of the developers and city officials during an emotional meeting that briefly recessed after a heated exchange, while the developers said they looked forward to moving ahead with the campus.
