The decision to file the plan was made reluctantly, according to Tom Natelli of Natelli Holdings, and was prompted by ongoing discussions within the county regarding the potential imposition of a moratorium on data center development and revisions to its Unified Development Ordinance (UDO).
The developer expressed concern that the uncertainty surrounding these proposed changes was problematic for their project, which had already involved extensive planning, engineering, and design work. Natelli Holdings included a red-lined copy of the UDO with suggested edits to various regulations, including setbacks, buffers, cooling systems, and decommissioning protocols, aiming to ensure the proposed regulations would be workable for their data center campus. The company also stated it has conducted environmental impact studies and engaged with Duke Energy to confirm adequate power availability without adverse community effects. Community engagement meetings are planned, though specific details for the project are still being finalized.
