On April 13, the Sartell City Council unanimously approved amendments to its code of ordinances, introducing new provisions for data centers. These changes mandate that any proposed data center projects in light and heavy industrial districts will require a conditional-use permit, ensuring a public hearing and review process by the Sartell Planning Commission before final council approval.
Kari Haakonson, the city's director of community and economic development, stated that this revision is a proactive measure to safeguard the city from potential zoning and land use issues. Applicants will need to demonstrate how their project meets the community's health, safety, and welfare standards.
While Sartell has not yet received any data center applications, the ordinance change is driven by controversies observed in other Minnesota communities, such as Hermantown, where a data center project drew significant public opposition. This regional trend has also led other nearby cities, including Waite Park and St. Joseph, to discuss or craft their own data center regulations, with Waite Park considering an interim moratorium.
