Alvin, Brazoria County leaders propose resolutions to oppose data centers
Officials in Alvin and Brazoria County, Texas, are proposing resolutions to oppose data center developments due to concerns over electrical load, water consumption, noise, and the lack of proper zoning laws. Alvin City Council is discussing a resolution to prevent data centers, while Brazoria County commissioners are also considering a resolution regarding these facilities.
Growing opposition to data centers is evident across Southeast Texas, particularly in Alvin and Brazoria County, as internet and data storage facilities seek to establish operations. Cities and counties are exploring ways to prevent these facilities from locating in their areas.
Alvin City Council is discussing a proposed resolution that would effectively block data centers from the city until more information can be gathered. Council member Scott Salter, who was approached by a large-scale facility developer, believes Alvin, a small rural town, is not a suitable location for such projects due to potential impacts on residents, comparing them to public nuisances like landfills or wastewater treatment plants. Salter noted that Alvin lacks zoning laws, making it easier for data centers to enter, and highlighted concerns about a proposed facility's 200MW electrical load, equivalent to the entire city's daily power consumption, as well as water usage and noise.
Similar concerns are shared by Brazoria County Judge Matt Sebesta, who mentioned an existing data center in the county generating noise complaints and issues with water and power load. The county recently denied tax breaks to two data centers seeking to locate in the Sweeny-Old Ocean area, though Judge Sebesta emphasized that Texas law provides counties with limited tools to prevent data centers in unincorporated areas. He noted that state environmental regulations exist, but county governments generally have restricted authority.
Brazoria County commissioners have a resolution on their upcoming meeting agenda to discuss data centers. Council member Salter believes the data center previously set to come to Alvin is now no longer pursuing the project there.
