Xcel Energy proposes rules for data centers in Texas to protect residential customers

Xcel Energy, a utility company, has submitted a proposed "large-load tariff" to the Public Utility Commission of Texas. The proposal aims to protect residential and business customers by requiring data centers and other major electricity consumers to bear the costs of new electric infrastructure, such as transmission lines, substations, and interconnection upgrades, necessitated by their projects.
The tariff would also mandate long-term commitments of 15 years or more, backed by financial security, and include minimum monthly payments for infrastructure and potential termination charges for early service departure. Xcel Energy asserts that this approach would help spread existing fixed grid costs across a broader customer base as additional electricity sales occur. The Public Utility Commission of Texas must approve the proposal before it can take effect.
