According to Effingham County Commission Chairman Damon Rahn, the project has met its initial requirements by going through the Industrial Development Authority, an independent board responsible for such details. However, county leaders emphasize that numerous municipal and state review stages remain before any construction can officially commence.
Rahn acknowledged that the confidentiality surrounding the project's early phases has impacted public trust. He explained that non-disclosure agreements (NDAs) are often required, especially for publicly traded companies, to prevent market manipulation and comply with Federal Trade Commission regulations, despite these processes not always being perceived as acceptable by the public.
