Zephyrhills City Council has taken a significant step towards regulating data center development by unanimously approving a first reading of a temporary one-year moratorium. The decision was made on Monday night, with a second reading of the ordinance scheduled for June 22.

City Manager Billy Poe explained that while Zephyrhills has not yet received proposals for data centers, the moratorium is a proactive measure inspired by actions taken by other Florida communities. The pause will allow the city to thoroughly review its current land development code, which lacks specific provisions regarding the location, design, and operation of data centers.

Poe highlighted concerns outlined in an agenda memo, noting that these facilities are known for their substantial consumption of electricity, water, and utility infrastructure. The temporary halt on issuing building permits, rezonings, and site plans for data centers is intended to give the city time to gather information, assess potential impacts, and develop appropriate regulations before any projects move forward.
