San Diego Mayor Todd Gloria signed an order proposing a temporary moratorium on data center development, prompted in part by a concept for a 400-megawatt facility at the NAVWAR redevelopment site. The measure must be approved by the San Diego City Council and would pause development for up to 180 days while the city develops data center regulations.

San Diego Mayor Todd Gloria signed a proposed moratorium on data center development after Manchester Financial Group explored building a 400-megawatt facility as part of the redevelopment of the 70-acre NAVWAR site near Old Town. The company’s president and CEO, Ted Eldredge, said a data center is only one of several concepts under consideration and that no project, power negotiations or agreements have been finalized.

The San Diego City Council is scheduled to consider the moratorium. If approved, the pause would give city staff 180 days to prepare preliminary recommendations, with a stakeholder working group examining technology, utility, water, land-use, housing and community impacts. Gloria cited potential demands on the city’s water supply, electricity grid and limited land, and the order would also support legislation addressing data centers on state or federal property beyond the city’s direct land-use authority.
