After weeks of community protests and activism, developers have decided to withdraw plans for a significant data center project in South Annville Township, Lebanon County, Pennsylvania. The proposed $1.7 billion data center, spearheaded by 1235 Martina Drive Owner, LLC, an affiliate of Inch & Co., intended to build five structures on nearly 100 acres, some of which is farmland with active eagle nests. The developers had sought rezoning for the land off Route 422 and Mount Pleasant Road to accommodate the digital infrastructure.
Community organizer Michael Schroeder expressed elation at the developer's decision, attributing the withdrawal to the "tremendous community opposition." Prior to the withdrawal, the South Annville Township planning committee had unanimously voted against recommending the project. Lebanon County Commissioner Jo Ellen Litz highlighted environmental concerns, specifically an eagle nest less than 1,000 feet from the proposed buildings, noting protections under federal and state laws such as the Bald and Golden Eagle Protection Act. Pennsylvania Game Commission’s state ornithologist, Sean Murphy, explained the screening process required for developments near eagle nests.
Although this specific project has been halted, Commissioner Litz warned that other developers might still target South Annville Township or other Lebanon County municipalities. In response, commissioners are developing a comprehensive plan for data center proposals, including model ordinances for townships and boroughs, to better manage future developments and ensure the community has a "second chance to get it right."
